About this opportunity
Morgan Community College, a State of Colorado institution located in Otero County, is seeking qualified general contractors for two concurrent construction projects through a competitive sealed bid procurement: Project 2026-101 (STEM Project Renovations) and Project 2026-102 (Mi Casa Career Center). The STEM Project Renovations involve comprehensive renovation of three science laboratories and classroom space to house the STEM Studio, including installation of high-performance laboratory fume hoods, wood laboratory casework, safety equipment, specialized exhaust ductwork, HVAC system balancing, and all associated plumbing and electrical connections. The Mi Casa Career Center project encompasses renovation of the current Welcome Center into a Career Center with a newly constructed Welcome Center, plus updates to the adjacent Learning Commons, including interior refinishing, new glass storefront systems, architectural wood paneling, updated HVAC systems, electrical and lighting controls, and modernized fire suppression and security systems. Qualified bidders must demonstrate experience with at least two projects exceeding $1,000,000 in hard costs within the past two years, maintain current bonding capability up to $1,700,000 per project, and have not been previously terminated by the State for non-performance. A mandatory Pre-Bid Conference and Site Tour is scheduled for March 18, 2026, at 9:00 AM MST at Morgan Community College, 920 Barlow Road, Fort Morgan, Colorado 80701, with a deadline for requests for clarifications on March 23, 2026, at 2:00 PM and a final addendum anticipated by March 27, 2026. Bid submittals are due April 8, 2026, at 10:00 AM MST with public bid opening at 10:15 AM the same day, award notification anticipated for April 9, 2026, and contract approval by April 16, 2026. Construction is anticipated to commence April 16, 2026, with STEM Labs completion by July 31, 2026, and all construction completion and close-out by September 30, 2026.
Both projects are federally funded and subject to the Build America Buy America (BABAA) Act, requiring that all iron, steel, manufactured products, and construction materials be produced in the United States, with no specific set-aside designations noted for disadvantaged enterprises in the documentation. Prevailing wage rates apply per Colorado law with wage determinations issued by the U.S. Department of Labor, and state prevailing wage requirements and apprenticeship utilization certification are mandatory for projects of this size. Although the projects are independently funded, Morgan Community College intends to award both to the same contractor with contracts awarded on cumulative bid totals, requiring a 5% bid bond and payment and performance bonds of not less than 50% of the contract value upon award. Both projects are subject to the Buy Clean Colorado Act with required Environmental Product Declaration (EPD) submissions for eligible materials, and contract documents incorporate the State of Colorado's standard Design/Bid/Build Agreement (SC-6.21) and General Conditions (SC-6.23). Bidding documents are available on https://www.bidnetdirect.com/colorado/mcc/, with no specific budget range provided in the solicitation materials, though the bonding requirements suggest a combined project value approaching or exceeding $1,700,000.
