About this opportunity
The Commonwealth of Kentucky's Department of Corrections, Division of Correctional Industries, issued Request for Bid (RFB) 758 2500000124 on behalf of Elliott County to establish a master agreement for the procurement of mattress ticking. The solicitation seeks 12,000 yards of clear, 11-ounce double-coated institutional protective fabric that must be flame retardant for the life of the product, tear resistant, antimicrobial, self-deodorizing, non-allergic, non-irritating, latex-free, and foam compatible, with a permanent fluid barrier suitable for use in the state's mattress plants. The material must be 80 to 82 inches in width and compatible with the Miller Weldmaster T600 heat seal machine. Pricing must be quoted as F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use taxes, with prices remaining valid for a minimum of 60 calendar days after the bid due date. The initial contract period extends one year from the date of award, with four optional one-year renewal periods subject to written approval and potential renegotiation of terms. Vendors' written questions were due by September 12, 2024, at 10:00 AM ET, with bids due by September 20, 2024, at 1:30 PM ET. Award will be made on a best value basis using evaluation criteria allocated as follows: Price (90 points), Delivery (10 points), and Burn Test (Pass/Fail), with the lowest-priced bidder receiving maximum points and subsequent bids scored proportionally based on delivery time specified in working days. Bidders selected for further consideration may be contacted to provide product samples for testing with the heat seal machine; failure of sample testing will render the bid non-responsive.
Reciprocal preference for Kentucky resident bidders applies in accordance with Kentucky Revised Statutes 45A.490-494, with additional preferences available totaling 20 percent of maximum points for Kentucky Correctional Industries and 15 percent for Kentucky Industries for the Blind and qualified nonprofit agencies serving individuals with severe disabilities. All bidders must submit a notarized Required Affidavit for Bidders, Offerors, and Contractors in compliance with KRS 45A.110 and 45A.115, with resident bidder status and qualified bidder status requiring additional affidavit submissions and supporting documentation. Vendors claiming resident status must demonstrate authorization to conduct business in Kentucky, filing of corporate income taxes for one year prior to the bid date, contributions to the Kentucky unemployment insurance fund, and maintenance of a workers' compensation policy. Prior to award, all vendors must provide proof of Commercial General Liability Insurance ($1,000,000 per occurrence/$2,000,000 aggregate) and Automobile Liability Insurance ($1,000,000 per occurrence). Electronic bid submission through the Commonwealth eProcurement system is mandatory, with vendor registration required at least 24 to 48 hours prior to bid closing. Price increases are not permitted during the first 12 months of the contract; any increases thereafter require written justification based on industry-wide price changes and approval by the Office of Procurement Services. The Commonwealth reserves the right to cancel the RFB if all responses exceed available funding, though no specific budget range or award value was disclosed in the solicitation documents.
