About this opportunity

Escambia County, Florida is requesting bids on window replacement at the Matt Bell Building and Ordon's Orvis Building in Downtown Pensacola under an Invitation to Bid, with bids due October 6, 2026 at 10:00 a.m. and a pre-bid meeting (non-mandatory but highly recommended) on September 23, 2026 at 2:00 p.m.

The scope covers replacement of east-facing second-floor windows at both buildings: six storefront glass panels (approximately 2'9" wide × 5'4" high) at Matt Bell and eight panels at Ordon's Orvis, comprising three rectangular panels (approximately 3'3" wide × 6'4" high) and five arched panels. Contractors must perform field verification of dimensions, carefully remove existing glass while preserving frames where practicable, and install new energy-efficient tempered dual-pane low-e glazing that maintains architectural character. Work must comply with Florida Building Code and manufacturer specifications. Contractors must hold an active Florida General Contractor license, obtain all required permits, provide manufacturer warranties and a two-year workmanship warranty, and remove or reinstall existing blinds as necessary.

The contractor must achieve substantial completion within sixty calendar days from Notice to Proceed, with thirty additional days for final completion, excluding weather delays. Liquidated damages are set at $1,318.00 per calendar day for delays beyond the completion timeline.

Bids shall include lump-sum pricing broken down by line item for each building plus a 10% owner's contingency, or an alternate proposal for glazing and frame replacement. A 5% bid surety (bond or certified check) is required, along with Performance and Payment Bonds covering 100% of the contract award. The successful contractor must maintain comprehensive insurance including $1,000,000 general liability per occurrence, $1,000,000 business auto liability, and workers' compensation with statutory limits.

Questions are due September 30, 2026 at 1:00 p.m. Escambia County shall award to the lowest responsive and responsible bidder and reserves the right to reject any and all bids or waive irregularities. The City of Pensacola has approved the project as a historic district repair under Board for Board procedures, conditioned on work proceeding as described without variations.
