About this file

This is an Architectural Review Board (ARB) Application Approval document from the City of Pensacola, Florida, involving Escambia County Facilities Management as the applicant and the Escambia County Board of County Commissioners as the property owner. The project involves replacing east-facing glass windows on the second floor of two historic downtown buildings: the Matt Bell Building (Escambia County Supervisor of Elections office) and the Ordon's Orvis Building (Escambia County Tax Collector's Office), both located at 213 Palafox Place in the Palafox Historic Business District. The scope of work is limited to replacing existing glass with new energy-efficient glass while maintaining the existing window frames and exterior appearance of the buildings. The application was submitted on December 15, 2025, and was approved as a "Board for Board Repair" by Planning Services staff, with the approval conditioned on the work proceeding exactly as described in the scope of work, with any variations requiring additional approval from either City staff or the Architectural Review Board.

The approval is limited to design appropriateness within the historic district guidelines and does not constitute compliance with other applicable City codes and ordinances. The applicant contact is Escambia County Facilities Management (mebush@myescambia.com, 850-554-3063), with the project address listed as 213 Palafox Place in Pensacola. City staff reserves the right to reject colors or signage deemed controversial and may refer such requests to the ARB for review at a regularly scheduled meeting.
