About this opportunity
Sacramento County, California, Department of Regional Parks is requesting proposals for professional golf course management services at Mather Golf Course, with proposals due July 3, 2026. The procurement crosses jurisdictional lines — the source lists both Sacramento County and San Francisco City as jurisdictions, suggesting either multi-site operations or a data-entry anomaly; confirm scope geography before pursuing.
The contractor assumes full operational responsibility for starter and course marshalling services, tee time reservations, pro shop operations, cart rentals, food and beverage service including alcohol beverage service and banquets, grounds and building maintenance to County specifications, all contract personnel administration (hiring, training, terminations), daily revenue collection and accounting, expense payment and accounting, and preparation of daily, monthly, and annual financial operating statements. The County retains administration of contract terms, establishment of fees and operating policies, monitoring of standards and specifications, budget approval, prior approval of non-budgeted expenses and facility alterations, and determination and funding of capital improvements and equipment.
Proposers must submit a risk assessment questionnaire requiring three years of independently audited financial statements, bank references, DUNS numbers, insurance summaries, and bonding certifications. The questionnaire covers 27 compliance questions addressing bankruptcy, prior contract performance issues, litigation, tax compliance, government investigations, debarment status, license revocations, and criminal convictions of owners and officers. Proposers must complete a Statement of Personal History form disclosing bankruptcy, employment terminations, criminal convictions, and bond or surety cancellations. An Affidavit (Form C) must accompany the proposal, certifying non-collusion and that no County employees or former County employees in positions of substantial responsibility within the service area serve as officers, principals, or shareholders. Contract term and estimated value are not specified in the source documents provided.
