About this opportunity

Mt. San Antonio College is soliciting proposals for Materials Testing and Geotechnical Soils Engineering Services through Request for Qualifications (RFQ) #2026-017, seeking on-call professional consultants to provide comprehensive testing and engineering services for construction, renovation, and infrastructure projects. The services will cover a five-year period from November 2025 through October 2030, with potential for four additional one-year contract extensions. Specific services include structural steel testing, reinforcing steel inspection, masonry testing, fireproofing and anchor testing, laboratory material analysis, geotechnical investigations, soil testing, and project oversight. Proposals will be evaluated using a points-based system across seven criteria: company information (10 points), business experience and licensing (25 points), references (10 points), firm staffing and key personnel (10 points), pricing and deliverables (20 points), ability to keep projects within budgets (15 points), and experience with Project Labor Agreements (10 points). The pre-proposal meeting is scheduled for September 17, 2025, with proposal submissions due by October 3, 2025, and an anticipated contract start date of December 1, 2025. On-call consultant services will typically be for projects less than $220,000, and proposals must be submitted electronically via the District's eProcurement Portal.

The contract requires comprehensive insurance coverage, including workers' compensation, commercial general liability, and professional liability insurance, with Mt. San Antonio Community College District named as an additional insured. Contractors must comply with prevailing wage requirements and Department of Industrial Relations (DIR) registration, with strict labor compliance standards that include specific wage rates, apprenticeship program ratios, and mandatory monthly certified payroll record submissions. The opportunity appears to align with the college's Community Workforce Agreement, which emphasizes local workforce development and sets a goal of 30% of construction labor hours being performed by local residents. Potential contractors must be prepared to sign a Letter of Assent to the Community Workforce Agreement and adhere to its guidelines. While specific contract values are not explicitly stated, the documents suggest that individual project budgets will be determined on a per-project basis, with total on-call services estimated not to exceed $220,000 per project. The District reserves the right to award multiple contracts or reject all proposals, providing flexibility in vendor selection.
