About this opportunity

Seminole County Utilities Department (SCUD) is seeking a Master Services Agreement for Professional Engineering services to support water, wastewater, and reclaimed water facilities and systems. The county intends to execute agreements with 4 to 6 qualified consulting firms to provide comprehensive engineering support across four geographical service areas. Professional Engineers licensed in Florida must be proficient in disciplines including civil, environmental, electrical, mechanical, and structural engineering. Required services encompass studies, preliminary and final designs, permitting, bidding, construction administration, and project completion tasks primarily supporting the County's Capital Improvement Plan. The solicitation evaluates proposals based on four criteria: Qualifications and Experience of Proposed Team (55 points), Project Understanding/Project Approach (25 points), Ability to Perform (15 points), and Location of the Firm (5 points). Key dates include a pre-proposal conference on June 12, 2024 at 9:00 am and a response deadline of July 3, 2024 at 2:00 pm.

The contract opportunity does not specify explicit set-aside designations for disadvantaged enterprises. The current utility system serves approximately 68,932 water connections and 31,483 wastewater connections across Seminole County's 345 square miles, with services projected to grow from 139,020 to 154,139 residents by 2030. While no specific budget range is detailed, the agreement will operate on a fixed fee basis with compensation determined through individual work orders outlined in Exhibit C of the draft agreement. The contract will have an initial three-year term with options for three successive one-year renewals, and the first three months will be considered probationary. Contractors must maintain comprehensive insurance coverage, including workers' compensation, commercial general liability, business auto liability, and pollution liability, with Seminole County named as an additional insured. The county makes no guarantee of the number of work orders or specific work volume during the agreement's duration.
