About this opportunity

Texas Southern University is requesting proposals for a master lease of student housing with integrated shuttle transportation services under RFP 717-27-712, with proposals due October 29, 2026 at 11:00 a.m. Central Time and questions due October 15, 2026.

TSU seeks approximately 350 to 450 beds in residential facilities within a five-mile radius of campus, preferably consolidated at a single location. Properties must be available for occupancy by June 1, 2027. The scope encompasses fully leased units (furnished or unfurnished) with utilities (electricity, water, sewer, internet, wireless, basic cable, heat, hot water), maintenance, security, grounds keeping, pest control, trash removal, insurance, and property taxes provided under a gross rent per-unit structure. An addendum issued October 13 adds required dedicated shuttle transportation between the housing facility and TSU's main campus at 3100 Cleburne Street, Houston, requiring detailed fleet specifications, operating schedules, driver qualifications, vehicle maintenance procedures, accessibility accommodations, insurance, and backup arrangements. Proposers must submit itemized transportation pricing with breakdowns for fleet operations, staffing, fuel or charging, maintenance, insurance, dispatching, and startup costs, and a revised total cost integrating both housing and transportation components for the initial two-year term.

The initial lease term runs two years with optional annual renewals. TSU will conduct property inspections and fire safety assessments prior to award.

Proposals are evaluated on five weighted criteria: Letter of Interest (5%), Property Management Plan (25%), Organizational Qualification and Experience (20%), Cost (35%), and References (15%). All cost proposals must provide a single all-inclusive grand total with no hidden charges; incomplete pricing may result in disqualification. TSU reserves the right to award to one or multiple vendors and may request Best and Final Offers.

Respondents must submit two paper copies and one flash drive version to the TSU Purchasing Office, Hannah Hall Suite 333. All proposals require signed certifications addressing conflicts of interest, foreign adversary compliance, child support obligations, terrorism watch list compliance, and House Bill 1295 disclosure for bids exceeding $100,000. Contractors must maintain Commercial General Liability Insurance with minimum limits of $500,000 per occurrence and $1,000,000 aggregate, plus Workers Compensation Insurance.
