About this file

This is an addendum to Request for Proposals No. 717-27-712 issued by Texas Southern University for a Master Lease for Student Housing, which adds student shuttle transportation services as a required component of the overall proposal. The original RFP was issued on October 1, 2026, with a proposal submission deadline of October 29, 2026, at 11:00 a.m. Central Time. The addendum requires respondents to provide dedicated transportation services between proposed off-campus student housing facilities and the TSU campus located at 3100 Cleburne Street, Houston, Texas 77004. Proposers must submit a comprehensive transportation service plan and itemized cost proposal that includes detailed information on fleet specifications, vehicle capacity, proposed operating schedules, driver qualifications, vehicle maintenance and safety procedures, accessibility accommodations, insurance coverage, backup vehicle arrangements, and service continuity procedures. The transportation service plan must address accommodation of the academic calendar and coordination with university-approved student activities, with TSU retaining approval authority over the final operating schedule, routes, and service arrangements before implementation.

Respondents are required to provide a detailed and itemized transportation pricing schedule that distinguishes between recurring costs, one-time costs, and optional services, with all prices stated in U.S. dollars. The pricing proposal must include cost breakdowns for fleet operations, drivers and staffing, fuel or charging, vehicle maintenance and repairs, insurance, dispatching and administration, backup vehicle coverage, mobilization and startup costs, route setup and scheduling, and any vehicle branding or signage. Respondents must also submit a revised total cost proposal that integrates both the master lease housing costs and the required transportation services for the initial two-year contract term, clearly identifying the housing component, transportation component, applicable one-time charges, and total anticipated cost to the University. The addendum requires respondents to acknowledge receipt of the addendum in their proposal submission and to provide all required fleet information, transportation service plans, and itemized pricing, with failure to address these requirements potentially affecting the University's determination of proposal responsiveness and best value evaluation.

Original RFP Issue Date: October 1, 2026

Original Proposal Submission Deadline: October 29, 2026, at 11:00 a.m. Central Time

1. PURPOSE OF ADDENDUM

Texas Southern University (TSU) is issuing this addendum to amend RFP No. 717-27-712, Master Lease for Student Housing, to include student shuttle transportation services between the proposed off-campus student housing facility or facilities and the Texas Southern University campus, located on 3100 Cleburne Street, Houston Texas 77004.

The purpose of this additional service is to provide reliable, safe, and convenient transportation for students residing in the master-leased housing facilities. Respondents shall include a transportation service plan and a separate, itemized transportation cost proposal as part of their response.

This requirement supplements the existing Scope of Work and Cost Proposal requirements of the original RFP. All other provisions of the original solicitation remain in effect unless expressly modified by this addendum.

2. SCOPE OF TRANSPORTATION SERVICES

The successful Respondent shall provide, operate, and maintain a student shuttle transportation service between the proposed housing location(s) and designated pickup and drop-off locations at Texas Southern University.

The transportation service shall include, at a minimum, the following:

4. Academic Calendar Coordination: Describe how transportation services will accommodate the University’s academic calendar, including regular class days, examination periods, orientation, and other University-approved student activities.

5. Vehicle Safety and Maintenance: Ensure that all vehicles are properly maintained, inspected, licensed, registered, and operated in accordance with applicable federal, state, and local requirements.

6. Qualified Drivers: Provide appropriately licensed and qualified drivers, including any required training, background screening, and other clearances applicable to the services provided.

7. Accessibility: Identify available accessible vehicles and explain how the Respondent will accommodate students with disabilities and mobility-related transportation needs in compliance with applicable law.

8. Insurance and Liability: Provide documentation of proposed automobile liability and other applicable insurance coverage for TSU review and approval. The successful Respondent shall maintain all coverage required by applicable law and the resulting agreement.

9. Fuel, Maintenance, and Operating Expenses: Include all costs necessary to provide the proposed service, including drivers, fuel or charging, maintenance, repairs, insurance, dispatching, administrative costs, and other operating expenses.

10. Service Continuity: Describe the procedures for responding to vehicle breakdowns, driver absences, service delays, emergencies, and other interruptions. Respondents shall identify their backup vehicle arrangements and anticipated response times.

11. Communication and Reporting: Identify the designated transportation service contact and describe how schedule changes, service interruptions, safety incidents, and student complaints will be communicated to TSU.

12. Route and Transportation Plan: Provide a proposed route, estimated travel time, pickup and drop-off locations, service frequency, and any anticipated traffic or operational considerations affecting transportation between the housing facility and campus.
