About this file

This is an addendum to a Request for Proposal issued by Texas Southern University's Procurement Services for a Master Lease for Student Housing (RFP #717-27-712). Addendum 2 extends the solicitation due date to Thursday, November 5, 2026, at 11:00 a.m. Central Time. The university is seeking proposals for approximately 350 to 450 residential beds within a five-mile radius of campus, preferably at a single consolidated location, with occupancy required by June 1, 2027. The scope of work includes fully leased units with comprehensive utilities (electricity, water, sewer, internet, wireless, basic cable, heating, and hot water), maintenance, security, grounds keeping, pest control, trash removal, insurance, and property taxes provided under a gross rent-per-unit structure. An earlier addendum (October 13) mandated integrated shuttle transportation services between the housing facility and TSU's main campus at 3100 Cleburne Street, requiring detailed specifications for fleet operations, staffing, vehicle maintenance, accessibility accommodations, insurance, dispatching, and backup arrangements. The initial lease term is two years with optional annual renewals, and TSU reserves the right to award to one or multiple vendors.

Proposals are evaluated on five weighted criteria: Letter of Interest (5%), Property Management Plan (25%), Organizational Qualification and Experience (20%), Cost (35%), and References (15%). All cost proposals must provide a single all-inclusive grand total with itemized transportation pricing broken down by fleet operations, staffing, fuel or charging, maintenance, insurance, dispatching, and startup costs. Respondents must submit two paper copies and one flash drive version to TSU's Purchasing Office in Hannah Hall Suite 333. All proposals require signed certifications addressing conflicts of interest, foreign adversary compliance, child support obligations, terrorism watch list compliance, and House Bill 1295 disclosure for bids exceeding $100,000. Contractors must maintain Commercial General Liability Insurance with minimum limits of $500,000 per occurrence and $1,000,000 aggregate, plus Workers Compensation Insurance. TSU will conduct property inspections and fire safety assessments prior to award and may request Best and Final Offers.
