About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is issuing a Request for Bid (RFB) for Masonry & Repointing Services to establish a non-exclusive contract providing comprehensive masonry repair and repointing services across multiple state facilities. The scope of work includes removal and replacement of deteriorated mortar, brick and stone repair or replacement, granite and concrete stair repair, masonry surface cleaning and preparation, application of breathable sealants or water repellents, and historic preservation compliance work at central facilities in Concord, a Lakes Region Campus in Laconia, and court facilities distributed throughout nine counties (Coos, Grafton, Carroll, Belknap, Strafford, Cheshire, Hillsborough, Rockingham, and Merrimack). Qualified vendors must demonstrate a minimum of three years of masonry and repointing experience verified by three professional references and must complete pre-work conferences with each requesting agency. Bidders are required to submit hourly rates for Lead Mason and Laborer positions across all nine counties with separate rate schedules for regular business hours (Monday through Friday, 7:00 AM to 5:00 PM) and off-hours work (Saturdays, Sundays, holidays, and other non-standard times). The bid due date is February 25, 2026, at 12:00 PM Eastern Time, with the final deadline for bid questions set at February 13, 2026, and State responses due by February 18, 2026; the contract term will commence March 1, 2026, through February 28, 2031 (five years), with an option for up to two additional years under the same terms upon mutual agreement and Governor and Executive Council approval. All bid prices must remain firm for the entire contract period and include all labor, materials, supervision, equipment, and transportation costs, with materials and subcontractor work subject to markups not exceeding 10% over the contractor's cost and price adjustments permitted annually based on industry changes supported by Consumer Price Index documentation.
The procurement does not specify set-aside designations or restrictions on the types of organizations eligible to respond, nor are any incumbent vendors or current contractors identified in the available documentation. Vendors must possess comprehensive general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, maintain workers' compensation insurance as required by state law, complete a State of New Hampshire Vendor Application, and be registered with the NH Secretary of State if applicable. The State reserves the right to award up to three vendors based on lowest hourly rates by county, allowing multiple contractors to be selected for this non-exclusive contract. Payment terms require net 30 days after invoice receipt or item delivery and acceptance, whichever is later, and the State retains the right to terminate the contract at any time with 30 days' written notice. No specific budget range or award value is disclosed in the procurement documents, with pricing to be determined competitively through submitted hourly rate bids.
