About this opportunity

Pierce County Planning and Public Works is seeking a contractor to provide marine waste oil and bilge water pumping and disposal services for two county ferry vessels: the M/V Christine Anderson and M/V Steilacoom II, located at the Steilacoom Ferry Landing. The Request for Proposal (RFP #2023-RFP-389) requires comprehensive services including quarterly scheduled maintenance, waste oil and bilge water pumping, disposal, steam cleaning of bilges, hazardous waste transportation, and industrial cleaning. Evaluation criteria will be based on two primary factors: price (80 points) and experience (20 points). The RFP was released on October 12, 2023, with a question submission deadline of October 13, 2023, and a proposal response deadline of October 19, 2023, at 4:00 pm. The initial contract period is anticipated to be one year, with an option to renew for an additional four years. Proposers must comply with prevailing wage requirements and provide detailed pricing for mobilization, waste oil and bilge water pumping, glycol/water mix removal, emergency call-out fees, and labor rates.

The county encourages participation by minority and women-owned business enterprises (MWBE) and requires contractors to be enrolled in the E-Verify program for contracts exceeding $100,000. Extensive insurance requirements must be met, including Commercial General Liability ($2M per occurrence/$4M aggregate), Commercial Automobile Liability ($1M), Pollution Liability ($5M), Workers' Compensation, and other specialized maritime-related coverage. Insurers must be authorized in Washington State with an A.M. Best's rating of at least A-:VII, and coverage must be maintained for the contract duration, with certain policies remaining in effect for five years post-contract completion. While no specific budget range is explicitly stated, the comprehensive service requirements and multiple insurance mandates suggest a substantial contract value. All proposal materials must be submitted electronically through the county's eProcurement Portal, with the understanding that submitted documents may be subject to public disclosure under the Washington Public Records Act.
