About this opportunity
The Maine Department of Transportation is requesting bids for the purchase and installation of marine electronics packages on six ferries in the Penobscot Bay and Blue Hill Bay regions, with bids due August 23, 2011. This is a one-year contract awarded on an hourly-work basis at estimated annual value of $500,000.
The scope includes supply and installation of specified marine electronics on the M/V Governor Curtis, M/V Everett Libby, M/V Charles Philbrook, M/V Neal Burgess, M/V Margaret C. Smith, and M/V Henry Lee. Each vessel receives two Furuno FR8122 Radars, two Furuno XN13A/6 Radar Antennas, one Furuno SC50 Satellite Compass, one Furuno GP150D GPS Receiver, one Nobeltec Admiral MAX Pro Chart Software package, one Furuno FE700 Echo Sounder, two Furuno FM8800S VHF Radios, and one Furuno AIS FA150 Transponder. Installation will occur primarily during biennial shipyard periods in Rockland, Maine, with minor work potentially conducted while vessels are in service.
Bidders must possess licensed marine-electronics technicians, demonstrate knowledge of U.S. Coast Guard regulations for subchapter H and K ferry vessels, maintain a service vehicle equipped with all necessary tools, comply with OSHA requirements, and maintain reliable communication capabilities. Submission requirements include detailed business descriptions, photographs or written descriptions of at least three completed projects from the prior two years, references from at least three previous customers, and completed bid worksheets specifying hourly rates and total equipment and installation costs.
Evaluation criteria are Price (75%), Quality of Prior Work (15%), and Previous Customer Recommendations (10%). Awards are made to the lowest responsible bidder on an individual item or group basis. The State reserves the right to reject any or all bids, waive formalities or technicalities, and adjust order quantities by up to 10 percent. Tie bids favor in-state bidders or those offering Maine-produced commodities or services.
