About this opportunity

The County of Orange, California, acting through its Community Resources department and Orange County Public Libraries, is issuing a competitive invitation for bids (IFB) to procure a five-year subscription to Mango Languages, an online language learning software platform. The procurement serves 29 branch library locations plus one satellite facility at the Orangewood Children and Family Center, supporting unlimited simultaneous users across multiple devices. The required service deliverables include access to over 70 language courses, English language learning options, self-paced conversational lessons with listening and reading activities, downloadable offline content, and an intuitive user interface accessible via website and mobile applications. Key service requirements include comprehensive technical support, a designated customer service representative available during County business hours, training documentation, marketing materials, and an administrator portal providing usage reports and analytics. Bidders must submit electronically through the County's online procurement portal by March 24, 2026, at 2:00 PM Pacific Standard Time, with all questions and clarification requests due by March 11, 2026, at 2:00 PM PST. The contract term commences May 1, 2026, and extends for five calendar years through April 30, 2031, with pricing requested on a year-by-year basis for Years 1 through 5. Award will be granted to the lowest responsive, responsible bidder meeting all solicitation requirements, with the County reserving the right to defer award for up to 180 days during which bidders must guarantee quoted prices.

The County offers a five percent preference deduction for certified Orange County Local Small Businesses (OCLSB) or Disabled Veteran Business Enterprises (DVBE), with dual-certified entities receiving an eight percent preference capped at a maximum $100,000 deduction. No incumbent vendor or current contractor is identified in the solicitation documents. The contract is structured as a firm fixed-fee arrangement with no allowance for profit increases during the contract term, though price decreases will automatically extend to the County; no price increases are permitted during the first contract year, and any subsequent increases require documented proof of cost justification and 30 days' advance written notice. Contractor insurance requirements include $1,000,000 commercial general liability coverage and technology errors and omissions coverage, and the contractor must maintain current business registration and valid DUNS and UEI numbers. Upon contract award, the winning bidder must submit proof of insurance, a current W-9 form, valid DUNS and UEI numbers, and three references within seven days. Board of Supervisors approval is required if any single year exceeds $200,000 or if the total five-year contract value exceeds $1,000,000, though the specific budget allocation or award value range is not disclosed in the solicitation documents.
