About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking proposals for a comprehensive management training program for current and potential supervisory personnel. The Request for Proposal (RFP) requires a training curriculum that encompasses MoDOT's competency model and strategic initiatives, focusing on safety, service, stability, and innovation. The training will consist of two non-consecutive one-week sessions, with an anticipated 40-60 participants per year, and must include lectures, interactive teamwork activities, individual and team assignments, and a team capstone project to be presented to senior management. Proposals are due February 7, 2022, at 2:00 PM Central Time, with potential contract start date of March 1, 2022. The contract period is one year with two optional one-year renewals. Evaluation criteria include experience/references (10 points), key personnel qualifications (25 points), proposed method of performance (30 points), and proposed fee (35 points). Submissions can be made electronically through MissouriBUYS or by mail.
The RFP encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with suggested participation targets of 10% for MBE and 5% for WBE, though these are not mandatory requirements. There are no specific set-asides for veteran-owned businesses. The incumbent vendor is not being named, but MoDOT indicates they are exploring new options to ensure best value for taxpayers. The project budget is approximately $60,000, and the successful vendor must provide both in-person and virtual training delivery capabilities. MoDOT will secure the training venue within three hours of major Missouri airports and provide breakfast and lunch for in-person sessions. The vendor must carry general liability insurance of $500,000 per person/$3,500,000 per occurrence, equivalent automobile liability coverage, and workers' compensation insurance. All travel and associated costs must be included in the vendor's pricing proposal.
