About this opportunity
The Greater Orlando Aviation Authority is requesting proposals for management, maintenance, and repair services on electrical switchgear equipment at Orlando International Airport (MCO) and Orlando Executive Airport (ORL) under an Invitation to Negotiate, with responses due October 9, 2026 at 3:00 PM EST and a mandatory pre-submittal meeting on September 18, 2026 at 1:00 PM EST. A combined Local Developing Business (LDB) and Veteran Business Enterprise (VBE) participation goal of 2% applies.
The scope encompasses comprehensive management oversight of labor, supervision, test and safety equipment, tools, hardware, materials, and supplies for annual inspections, cleaning, calibrating, adjusting, testing, infrared testing, modifications, upgrades, and repairs of electrical switchgear equipment at both facilities. Equipment subject to maintenance is listed in Attachment A and may be modified, removed, or expanded during the contract term with pricing adjustments negotiated in good faith. All work must comply with NEMA, ASTM, IEEE, ANSI, OSHA, NFPA, and NICET standards.
Respondents must demonstrate five years of continuous, relevant experience providing similar services within the prior ten years and provide at least three client references demonstrating comparable scope and size. The contractor must obtain proof of insurability and bondability and maintain 98% monthly service compliance. Emergency response requirements mandate two-hour arrival if on-site or four hours otherwise, with daily reports due within twenty-four hours. Service Level Agreement requirements establish severity-level response times and restoration targets, with service credits ranging from $250 to $500 per incident for performance failures.
The contract is anticipated to begin March 1, 2027, with a three-year base period plus two one-year renewal options. The Aviation Authority Board is expected to approve the award on November 18, 2026. Questions are due September 23, 2026 at 3:00 PM EST, with responses issued by September 25. The evaluation committee convenes October 16, 2026, with optional interviews scheduled for October 21.
