About this opportunity

Orange County, Florida is soliciting electronic proposals through the OpenGov e-Procurement Platform for the Malcolm Road Water Supply Facility Poly-fluoroalkyl Substances (PFAS) and Permit Improvements project (Y25-800). The procurement seeks professional consulting services to design a comprehensive treatment system for reducing PFAS compounds at the 8.64 MGD water supply facility, including preliminary and final design, permitting, and construction services. Key project objectives include adding treatment technologies to mitigate PFAS contamination, potentially expanding office space and maintenance facilities, and meeting regulatory requirements within a 12-month timeframe. A non-mandatory virtual pre-proposal conference is scheduled for September 13, 2024, at 10:00 AM, with all questions due by September 23, 2024, at 4:00 PM. Electronic proposals must be submitted through the OpenGov Platform by October 17, 2024, at 4:00 PM EST, with all documents required to be in common file formats and unencrypted, and scanned documents maintaining a minimum 150 dpi resolution.

The procurement includes specific provisions for Minority/Women Owned Business Enterprise (M/WBE) participation, with a goal of 27% contract value allocation and encouragement to maintain 18% minority and 6% women employee workforce levels. Bonus points are available for hiring dislocated workers and registered service-disabled veterans. The estimated construction contract price is $17,500,000, with the current procurement budget set at $4,000,000 for consulting services. The project aims to implement granular activated carbon (GAC) adsorption technologies to proactively address PFAS contamination and meet emerging water treatment regulatory standards. Respondents must create a free account on the OpenGov Platform and submit comprehensive proposals that demonstrate technical capability, understanding of PFAS treatment technologies, and capacity to complete the project within the specified timeframe. The procurement is being managed by the Orange County Procurement Division, with Carrie Mathes serving as Procurement Division Manager and Gerson Vazquez Gonzalez as the primary point of contact.
