About this opportunity

Orange County, Florida is requesting sealed bids for the Avalon Road Reclaimed Water Storage and Repump Facility (Project Y27-708), an estimated $19.5 million construction project with bids due November 17, 2026 at 4:00 p.m. EST via the OpenGov e-Procurement Platform. The project carries a 30% Small Business Enterprise participation goal and a 3% Service Disabled Veteran Business preference for bids exceeding $5 million.

The scope encompasses installation of a 6 million gallon reclaimed water storage tank, a 12,600 gallons-per-minute high-service reclaimed repumping station with four horizontal split-case pumps and variable speed drives, electrical and instrumentation systems including SCADA controls, an in-plant lift station, stormwater facilities, landscaping, and irrigation infrastructure. All work must comply with Orange County Utilities Standards and Construction Specifications Manual. The contractor assumes full responsibility for material delivery, storage, labor supervision, inspection coordination, testing, temporary facilities, mobilization, and permit compliance. A Public Information Officer must be established for community engagement, and all personnel require background checks and security clearances.

Contract award will be made to the lowest responsive and responsible bidder under a single-award basis. A bid bond or certified/cashier's check of at least 10% of the estimated contract amount is required for responsiveness; mobilization costs are capped at 5% of the base bid. Upon award, the contractor must execute Payment and Performance Bonds equal to the contract amount. Insurance requirements include Commercial General Liability of $5 million, Workers' Compensation with statutory limits, Builders' Risk coverage equal to 100% of estimated completed value, and Contractor's Pollution Liability of $1 million. Liquidated damages of $500 per calendar day apply for failure to achieve Substantial Completion and an additional $500 per day for Final Completion. The County will issue an Official Notice to Proceed within 90 days of award.

Questions are due November 2, 2026 at 5:00 p.m. EST, and a non-mandatory pre-bid meeting is scheduled for October 23, 2026 at 10:30 a.m. via Microsoft Teams. The Good Faith Effort submission deadline is November 7, 2026 at 4:00 p.m. Electronic submissions via OpenGov are mandatory; all other delivery methods will be rejected.
