About this opportunity

The City of Newark, New Jersey is seeking bids for a two-year contract for maintenance and repair services for street sweepers, specifically targeting three models: TYMCO 500X, TYMCO 600, and RAVO 5I. The procurement is an Invitation to Bid (ITB) #2023-39 conducted through the city's e-Procurement Portal, with electronic bid submissions required by August 17, 2023, at 10:15 am. The scope of work involves comprehensive maintenance services including scheduled repairs, emergency repairs, and parts replacements according to manufacturer recommendations. Vendors must provide detailed services such as comprehensive maintenance at 250, 1000, and 2000-hour intervals, chassis and auxiliary motor services, and periodic component inspections and replacements. Key requirements include using original equipment manufacturer (OEM) or equivalent parts, providing a minimum twelve-month warranty on parts and workmanship, and submitting detailed invoices with comprehensive repair information. Evaluation criteria will likely include hourly rates for maintenance, repair, and emergency services, percentage discounts for parts, and overall responsiveness to repair needs.

The procurement does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Bidders must comply with business registration requirements, provide appropriate insurance documentation, and submit affirmative action compliance forms. The City reserves the right to award the contract to multiple vendors and adjust contract quantities based on actual requirements. While specific budget ranges are not detailed, the contract is subject to annual fund appropriation and availability. Vendors must demonstrate the capability to diagnose equipment, provide written cost estimates within one working day, respond to emergency repair requests within four hours, and deliver parts and services within twenty days of order placement. The city maintains the right to verify work quality, decline repairs, and purchase services from alternate contractors if necessary. Pricing will be inclusive of all costs, with bidders required to provide hourly rates for each service type in both Year 1 and Year 2, along with percentage discounts and mark-ups for parts, materials, and supplies.
