About this opportunity

The City of Newark, New Jersey is seeking electronic bids for Invitation to Bid (ITB) #2023-62, which solicits maintenance and repair services for street sweepers specifically covering TYMCO 500X, TYMCO 600, and RAVO 5I models. The procurement is located in Essex County and will require a comprehensive service contract for routine maintenance, scheduled repairs, parts replacement, and emergency repair services. Bidders must provide hourly rates for maintenance and repair services, along with percentage discounts for parts and materials. The contract requires vendors to use original equipment manufacturer (OEM) parts or equivalent, perform field service repairs, submit detailed cost estimates, and respond to emergency repair requests within four hours. Bids are due electronically through the City's e-Procurement Portal on November 30, 2023, at 10:15 am, with a planned two-year contract duration. Evaluation criteria will likely include pricing, responsiveness to specifications, vendor qualifications, and compliance with mandatory administrative submissions such as business registration, affirmative action documentation, and required state forms.

The procurement appears to have no specific set-aside designations for disadvantaged business enterprises, though standard non-discrimination and equal opportunity requirements are included. Bidders must complete multiple mandatory forms covering areas such as ownership disclosure, political contribution declarations, Americans with Disabilities Act compliance, and investment activities verification. The contract requires vendors to maintain comprehensive insurance, provide twelve-month warranties on parts, and adhere to strict documentation and service standards. While no specific budget range is explicitly stated, the solicitation suggests the potential for multiple vendor awards and requires detailed pricing structures for maintenance and emergency repair services across different street sweeper models. Contractors must be prepared to deliver parts within 20 days of order placement, maintain a parts inventory, and follow manufacturer-recommended maintenance protocols. The City reserves the right to decline repairs, remove equipment, and serve as the sole judge of work acceptability.
