About this opportunity

The Department of Financial Services, Division of State Fire Marshal, is seeking maintenance and services for building automation and central monitoring systems at the Florida State Fire College, located in Leon County. This procurement is positioned as a potential single-source acquisition with Siemens Industry, Inc. The scope of work encompasses comprehensive maintenance for mechanical equipment and boiler systems, specifically including two boilers, two chillers, ten air handlers, four circulating pumps, and numerous valves and actuators. The contract will require full software and firmware coverage, with a proposed 36-month term beginning from the contract start date. Prospective vendors are invited to submit relevant information demonstrating their capability to provide these services by June 25, 2025, at 3:30 PM (ET). The procurement process will involve a review of submitted vendor information, with the potential for a single-source determination based on the unique proprietary requirements of the existing building automation systems. If determined to be a single-source procurement, the Department will post a notice of intended agreement on the MyFloridaMarketPlace Vendor Information Portal.

The procurement appears to be exclusively targeted at Siemens Industry, Inc. due to their original manufacture and installation of the existing building automation systems. The estimated contract value is $204,425.43, with the justification for single-source procurement rooted in the proprietary nature of Siemens' software and firmware, which necessitates their exclusive involvement for system repair and maintenance. No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the documentation. The contract is critical for maintaining daily operations and security at the Fire College, with approvals obtained from multiple officials within the Division of State Fire Marshal, Office of Purchasing and Contractual Services, and senior leadership. The procurement follows Section 120.57(3) of Florida Statutes, which governs single-source procurement processes. Potential vendors are encouraged to demonstrate their technical capabilities, though the documentation strongly suggests Siemens as the preferred and likely sole vendor for this contract.
