About this opportunity
The State of Maine Division of Purchases, on behalf of Maine DOT Fleet Services, is requesting quotations for heavy-duty trucks, plows, and accessory equipment under a 30-month purchase cycle, with quotations due November 26, 2007 (bid deadline November 17, 2007 at 5:00 p.m. local time).
The procurement comprises 12 line items: five truck configurations spanning 26,000 GVW, 34,000 GVW, and 54,000 GVW weight classes, and seven accessory line items including 10–12 yard heavy-duty construction dump bodies. All heavy-duty diesel engines must be certified to California Emissions Standards with NOx plus NMHC emissions not exceeding 0.01 grams per horsepower per hour, a decision-flipping regulatory requirement. Trucks must include a separate fused 7-wire semitrailer ABS wire harness to the rear cross member accepting ICC 7-round pin trailer plugs, one spare tire per axle, and electronic body-builder kit ECU dash-to-chassis controls (items 3, 5, 7–12) or additions (items 1, 2, 6). Dump bodies must conform to AR400 steel specifications unless bidders state exceptions. Bidders must submit detailed specifications, exceptions to specifications, advertising literature, and technical documentation.
The contract period runs March 1, 2008 through August 1, 2010, with anticipated delivery of 3–4 trucks per month. Award splits into two phases: a Purchase Order for the first 12 months upon evaluation, and a second Purchase Order for months 13–30 issued no later than 90 days before the second 12-month period, contingent on state discretion. Delivery is expected within 90 days of Purchase Order receipt. Prices must remain firm for the entire 30-month period and be submitted electronically through Vendor Self Service with a grand total for all line items. Trucks and accessory items will be awarded separately to single manufacturers based on best value. Items 1–5 (trucks) and items 6–12 (accessories) may receive separate awards. Factory pre-delivery inspection is required; inspection costs including round-trip airfare and lodging for up to 2 inspectors for 3 days and 2 nights must be included in the bid price. The state reserves the right to extend the contract as long as the 2008 model year remains available or to cancel with 30 days' written notice.
