About this opportunity
The City of Kingman, Arizona is soliciting sealed bids through an Invitation for Bids (IFB 2026-IFB-004) for construction services related to the Main Tanks Transmission Main Phase 2B project. The procurement involves the installation of approximately 1.13 miles of 24-inch Class 250 Ductile Iron water transmission main along Wilshire Avenue, Anson Smith Road, and White Cliffs Road within Kingman city limits, including associated components such as air release valve assemblies, butterfly valves, curb stops, and asphalt removal and replacement work. The scope encompasses trench excavation, pipe installation with proper bedding and backfill, pipe zone compaction, flushing, pressure testing, disinfection, traffic control, and utility coordination. Successful contractors must demonstrate the ability to complete the project within an allotted 180-day construction timeline and possess Arizona Registrar of Contractors (ROC) licensure, a valid City of Kingman business license if applicable, and appropriate insurance coverage including Commercial General Liability of $1,000,000 combined single limit with $2,000,000 aggregate, Auto Liability of $1,000,000, and Workers' Compensation at statutory levels. Award will be made to the qualified vendor offering the lowest overall cost, including applicable transaction privilege tax (5.265 percent), with evaluation based on cost and timeline compliance. Questions must be submitted through the OpenGov procurement portal by 10:00 a.m. Arizona time on Tuesday, May 12, 2026, and sealed bids are due by 10:00 a.m. Arizona time on Wednesday, May 27, 2026. A mandatory pre-bid meeting was held on April 15, 2026, with an online Zoom option available on May 5, 2026. All bids must be submitted exclusively through the City of Kingman's OpenGov procurement portal; mailed, faxed, hand-delivered, and emailed submissions will not be accepted.
The procurement documents do not identify any set-aside designations for disadvantaged enterprises, small businesses, or other restricted vendor categories. No incumbent vendors or current contractors are identified in the solicitation materials. Contractors must comply with federal and state immigration laws, the Americans with Disabilities Act, and Arizona Pollutant Discharge Elimination System (AZPDES) Construction General Permit requirements, and are responsible for obtaining all required permits except the Engineering Right-of-Way Permit, which is waived by the City. The contractor must engage an independent testing laboratory at its own expense for compaction and material testing and must provide a Registered Land Surveyor for construction staking and layout. Traffic control costs are limited to an allowance not exceeding $125,000, and community relations costs including hotline service are capped at $15,000. No specific budget or contract value is disclosed in the solicitation documents; however, the project cost components suggest a substantial construction contract involving multiple line-item costs for trench work, pipe installation, asphalt replacement, materials testing, mobilization, and demobilization.
