About this opportunity

The Sacramento County Department of General Services is procuring flooring replacement services for the Main Jail Medical Section on Floor 2 through sealed bid procurement. The project scope requires furnishing all necessary labor, materials, equipment, and incidental work to complete the medical flooring replacement in strict conformance with detailed specifications and applicable regulatory requirements. Deliverables include removal of existing VCT and sheet vinyl flooring and installation of Mannington BioSpec Armor resilient sheet flooring in Koala color OR105, along with Mannington IdealBase Thermoplastic Rubber Type TP wall base in blackbrown color 523, with specified adhesive, weld rod, and seam coater products. The work must be completed within 30 calendar days from the commencement date, and bidders must hold valid California contractor licenses with classifications B or C-15. A mandatory pre-bid meeting is scheduled for May 20, 2026, at 9:00 AM at 651 I Street, Sacramento, CA 95814, with pre-bid questions due by May 27, 2026, at 5:00 PM. Sealed electronic bids must be submitted via the Sacramento County Electronic Bidding Portal by June 4, 2026, at 2:00 PM, with bid opening occurring automatically at 2:01 PM. Award will be made to the lowest responsive, responsible bidder based on the base bid only, with no consideration of additive or deductive items.

Due to the sensitive nature of work within a correctional facility, all contractor personnel and subcontractors must undergo mandatory background security checks and clearance at least 15 days prior to work commencement, with submission of full names, dates of birth, social security numbers, and California driver's license numbers to designated Sheriff's Department deputies. Work must be performed during night hours when the medical clinic is minimally staffed, with specific working hours to be disclosed post-award in consultation with the Sheriff's Office, and all personnel require escort by a Sheriff's Deputy while on-site. A bid guarantee of 10 percent of the aggregate bid amount is required, submitted as a bid bond, certified check, or cashier's check payable to the Treasurer of Sacramento County, and the successful bidder will be required to provide 100 percent performance and payment bonds. This project is classified as an alteration under California Labor Code Section 1771.5, requiring bidders to be registered with the California Department of Industrial Relations and comply with prevailing wage requirements and all applicable labor and environmental regulations, including Advanced Clean Fleets regulations for vehicles over 8,500 pounds gross vehicle weight rating. The estimated construction cost is $124,000.00, and no set-aside designations or restrictions on organization types responding have been identified in the procurement documents.
