About this opportunity
The City of Tucson is requesting proposals for machine shop component parts, machine work, and repairs for fleet and water utility engines, with proposals due August 26, 2026. The contract is subject to HUD Section 3 compliance requirements mandating good faith efforts to hire Section 3-covered workers (low-income or very low-income residents of Tucson) and award subcontracts to Section 3-covered businesses located within city limits; contractors must establish hiring and contracting goals, maintain recruitment documentation, and report quarterly on outcomes.
The scope covers cylinder head rebuilding, component repair, machining, and long block overhaul services for Chevrolet, Waukesha, Caterpillar, Ford, General Motors, and Ram/Dodge engine platforms serving the City of Tucson fleet and Tucson Water. The contract term spans fiscal years 2025 through 2026, covering both routine and nonroutine maintenance activities.
Contractors and subcontractors must comply with HUD prevailing wage requirements for maintenance laborers and mechanics paid semi-monthly at rates no less than HUD wage determinations, with all workers compensated according to actual time worked in each classification. The Contract Work Hours and Safety Standards Act applies, limiting workers to 40 hours per week without overtime compensation at one and one-half times the basic rate; violations result in contractor liability for unpaid wages and liquidated damages of $10 per calendar day per worker for excess hours. Detailed payroll records must be maintained for three years from work completion.
All vendors must comply with the City's General Terms and Conditions for Data Protection and Artificial Intelligence, which prohibits selling, licensing, or using City data to train AI models without explicit written consent. City data must be stored in United States-based facilities with FedRAMP or StateRAMP Moderate certification or higher, with encryption, multi-factor authentication, role-based access controls, continuous security monitoring, and incident response procedures including notification within 72 hours of any breach.
