About this opportunity
The Maryland Aviation Administration (MAA) has issued a Request for Proposals (RFP) numbered MAA-SV-25-011 to procure professional services for addressing homelessness and mental health crisis response at Baltimore Washington International Thurgood Marshall Airport (BWI Marshall Airport). The primary objective is to provide comprehensive outreach, housing navigation, and placement services for individuals experiencing homelessness within the airport environment. The project requires a dedicated team consisting of one Outreach Supervisor, one Case Manager, and two Outreach Workers who will provide services at least five days per week in a 24/7 operational setting. Key deliverables include documenting homelessness instances, engaging individuals, connecting them to shelter and housing resources, and tracking outcome metrics. The pre-proposal conference is scheduled for April 25, 2025, at 10:00 AM via Microsoft Teams, with questions due by May 2, 2025, and proposals due by May 23, 2025. Contractor qualifications include being an active member of the Anne Arundel County Continuum of Care and possessing at least three years of experience providing outreach services to unsheltered homeless populations with a proven housing placement track record.
The contract will have a three-year base period with one two-year option period, commencing upon receipt of a Notice to Proceed. The total contract is funded entirely by state sources with no federal funding, and the maximum spending authority will be subject to approval by the Maryland Board of Public Works. Actual funding may vary depending on fiscal year appropriations. While no specific set-aside designations are mentioned, the RFP implies a preference for organizations with demonstrated expertise in homeless outreach and housing placement services. The contract includes various reimbursement categories such as transportation, supplies, shelter assistance, office expenses, staffing, and training allowances. Although the exact total contract value is not explicitly stated, the comprehensive funding structure suggests a significant investment in addressing homelessness at BWI Marshall Airport. The procurement is specifically targeted to Baltimore County and will require close collaboration with MAA administration staff to respond to incidents involving the homeless population at the airport.
