About this opportunity
Lycoming County is requesting sealed bids on Flood Warning System upgrades—converting seven pressure transducer gauges to radar systems and implementing AEM E360 software—with bids due August 7, 2026 at 5:00 p.m. EST and a mandatory pre-bid meeting on July 28, 2026 at 10:00 a.m. EST. All equipment must be compatible with the county's existing High Sierra Electronics/AEM system; the specified AEM products are the only products that will interface with the existing network.
The scope encompasses four base stations, one transmitter, four uninterrupted power systems, radar system installations at seven specific sites across the county's six watersheds, AEM E360 software setup and configuration, training, flood risk package, user and administrator accounts, semi-annual performance and maintenance inspections for 20 years, 20 years of on-call diagnostics and repair, and optional camera systems at five sites. Bidders must provide three AEM E360 software pricing options: monthly subscription-based (240 months), yearly subscription-based (20 years), and on-premise-based licensing (20 years), with the county selecting one post-award. The existing Flood Warning System comprises 21 automated stream gauges covering six major watersheds, originally constructed in 2004.
The project is supported in part by federal award number SLFRP2851 from the U.S. Department of the Treasury. Pennsylvania prevailing wage requirements apply. Award will be made to the lowest responsible bidder. Bidders must submit a bid bond or certified check equal to ten percent of the total bid amount, performance and payment bonds at 100 percent of the contract amount, and a one-year maintenance bond. A one-year warranty on all parts and labor—including travel, parts, and labor—is required at no charge to the county. Bids will be opened August 13, 2026 at 10:00 a.m. EST. Bidders must honor bids for a minimum of 60 days from opening. Complete documents are available at no cost on PennBid (www.pennbid.net), where bids must also be submitted.
