About this opportunity
Lunenburg County Public Schools in Virginia is issuing an Invitation for Bid (IFB) for a window replacement project at two educational facilities: Victoria Elementary School and Central High School, located in Kenbridge, Virginia. The project scope encompasses the complete demolition and disposal of existing windows, furnishing and installation of thermally broken aluminum windows with factory-glazed insulated glass units, installation of aluminum embossed panels, exterior and interior finish caulking, metal flashings and trims, and final cleaning upon completion. At Central High School, the work additionally includes installation of PTAC louvers and egress windows with egress hardware, while Victoria Elementary School requires demolition of existing EIFS/stucco infill panels and provision of one complete mock-up window at the first floor. The primary window models specified include Model 3250 Fixed Frame AW-PG80 aluminum windows (60" x 99") and Model E2500 Casement Outswing aluminum windows rated AW-PG95 (36" x 60"), manufactured exclusively by approved vendors: All Seasons Architectural Windows Manufacturing, St. Cloud Window, or Desco Architectural Windows. All windows must meet stringent performance standards including air infiltration not exceeding 0.1 cfm/ft² at 6.24 psf static pressure, water resistance per ASTM E547 and E331, and uniform load deflection of L/175, with installation performed by craftspeople possessing a minimum of five years' demonstrated experience with commercial window systems. Bidders must submit pre-qualified product samples and independent laboratory test certifications demonstrating compliance with AAMA/WDMA/CSA 101/I.S.2/A440-08 standards at least ten days prior to the bid date of June 5, 2026. The non-mandatory pre-bid conference is scheduled for Tuesday, May 19, 2026, at 3:30 PM at Victoria Elementary School's main entrance, with pre-bid questions due by Tuesday, May 26, 2026, at 4:30 PM to paul.caley@k12lcps.org, and bids due no later than 2:00 PM on June 5, 2026, at the Lunenburg County Public Schools School Board Office, 1009 Main Street, Kenbridge, Virginia 23944.
The solicitation contains no specific set-aside designations for disadvantaged enterprises, though all responding contractors must obtain Virginia state contractor licensing, local business licensing as required, and provide proof of credentials prior to contract award. All contractor employees must complete Lunenburg County Public Schools-approved background checks and drug screening before commencing work. Required bonding includes bid security of five percent (5%) of the total bid amount in the form of a bid bond, cashier's check, or certified check, along with 100% performance bonds and separate 100% payment bonds upon contract award. Insurance requirements include Workers' Compensation, Comprehensive General Liability with minimum combined single limits of one million dollars naming the School Board as additional insured, Automobile Liability with minimum one million dollars combined single limits, and Umbrella/Excess Liability with minimum limits of two million dollars. The specification documents identify no incumbent vendors or existing infrastructure requiring integration, as this represents a complete replacement project. The specific award value or budget range is not disclosed in the procurement documents; however, the School Board reserves the right to negotiate with the lowest responsible bidder if the bid price exceeds available capital improvement funds and retains the authority to reject any or all responses.
