About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids on hardwood lumber and wood composite products for Kentucky Correctional Industries (KCI) woodworking plants at Green River Correctional Complex in Central City and Little Sandy Correctional Complex in Elliott County, with bids due August 27, 2026 at 1:30 PM ET. Kentucky Correctional Industries receives a 20% preference on maximum points awarded; qualified bidders such as Kentucky Industries for the Blind or nonprofit agencies for individuals with severe disabilities receive a 15% preference. Kentucky resident bidders receive reciprocal preference if bidding against nonresident bidders from states offering resident preference.

The solicitation covers five product groups: hardwood plywood (veneer core), veneered MDF panels, particle board, rough hardwood lumber, and pallet products. All materials must be furniture-grade and kiln-dried, suitable for milling, joinery, and finishing. Vendors may bid on any one group, any combination of groups, or all groups, but must bid all items within a selected group for their response to be considered responsive. Estimated annual ordering is 30,000 square feet across specified grades and dimensions of birch, oak, maple, ash, poplar, walnut, and cherry.

The initial contract period runs one year from award, with four optional two-year renewal periods subject to written approval and potential renegotiation. Delivery is required within five business days after receipt of order; vendors failing to meet contracted delivery dates incur a 1% per-day deduction from invoices. Award will be made by best-value ranking based on price (100 points) and delivery (pass/fail). Pricing must remain valid for a minimum of 60 days after the bid due date.

Questions are due August 18, 2026 at 10:00 AM ET. All bids must be submitted electronically through the Kentucky eProcurement system; vendor registration must be completed by the closing date. Prior to award, vendors must submit Revenue Form 10A100, foreign-entity certificate of authority if applicable, required affidavits, and proof of Commercial General Liability Insurance ($1,000,000 per occurrence / $2,000,000 aggregate) and Automobile Liability Insurance ($1,000,000 combined single limit if applicable). Payment is due within 30 working days of invoice receipt and goods acceptance. Contact: Keith Srutowski, 502-564-7007.
