About this opportunity
The City of Philadelphia is requesting bids for lumber on a requirements-contract basis, with quotes due August 5, 2026 at 10:30 a.m. through PHLContracts; a 10 percent local business entity (LBE) preference applies to bids of $1,000,000 or less, and 5 percent for bids exceeding that amount.
The scope encompasses 21 categories of wood products including standard lumber in various grades and dimensions, plywood, hardwood veneers, paneling, mouldings, doors, dowels, and specialty items such as pressure-treated lumber and cedar products. Specifications reference National Grading Rules, ANSI standards, and AWPA treatment standards. Estimated quantities vary across line items and are measured in linear feet, board feet, sheets, pieces, or each. Certain sections carry specific delivery timeframes: 14 days for oak stakes and hubs, 7 days for poplar and oak lumber, and 3 days for doors. All products must be new and free of defects, with a minimum one-year warranty from delivery acceptance.
The initial contract term runs from award through three months, with the City retaining an option to renew for an additional three months at its sole discretion. Pricing shall be submitted through the PHLContracts spreadsheet with unit prices not exceeding three decimal places; a minimum delivery threshold of $300.00 per order applies. Vendors must enroll in the City's Annual Bid Security Program (non-refundable $100 fee) and pay a $25 bid processing fee per submission, with a $25 performance security fee required upon award.
LBE certification requires that vendors or LBE-certified subcontractors perform a minimum of 51 percent of contract work within Philadelphia and maintain a majority of inventory or equipment used on the contract within the city. Successful vendors must maintain General Liability Insurance with the City named as additional insured and comply with Philadelphia Code requirements including the Philadelphia 21st Century Minimum Wage and Benefits Standard (currently $16.82 per hour as of July 1, 2025). Delivery is required within 30 days unless otherwise specified, with liquidated damages of 5 percent of unit price assessed for delayed deliveries. Price increases for renewal periods require 60 days' written notice and may not exceed the vendor's published charges to other non-educational state and local governments.
