About this opportunity

The Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) is requesting proposals for miscellaneous minor construction, repairs, and maintenance services for Light Rail and Metro Facilities located in Baltimore City, Baltimore County, and Anne Arundel County under Master Contract MDL-26-002-AN, with proposals due November 30, 2026 at 10:00 a.m. ET via the eMaryland Marketplace Advantage portal. The MTA intends to award up to seven master contracts to qualified offerors who will then compete for task-specific work orders.

M/DBE participation goals will be established on a per-task-order basis rather than at the contract-wide level, with MBE-certified contractors permitted to self-perform up to 50 percent and DBE-certified contractors up to 100 percent of work. Master contractors must execute at least 25 percent of each task order with their own organization and forces.

The scope encompasses structural repairs, electrical work, HVAC maintenance, plumbing, masonry, concrete and asphalt paving, roofing, painting, drywall, door and gate repairs, and related facility preservation. Contracts operate on a task-order basis with unit-rate pricing submitted for labor, materials, and services categories. A sample task order for Shot Tower Metro Station enhancements includes lighting fixture and signage replacement, surveillance camera protection, power washing, glass panel replacement, painting, tree pit removal, pavement brick leveling, fence repair, and drainage grate replacement.

Minimum qualifications require a Worker's Compensation Experience Modification Rating below 1.0 and at least three years of experience in at least eight specified industries with credible references. Proposals must be submitted in two separate envelopes with technical and financial components; financial proposals open only after technical proposals are deemed acceptable. Monthly payment reports are required to track M/DBE compliance. Written questions were due August 6, 2026. A pre-proposal conference was held July 24, 2026 at 11:00 a.m., with a site visit to Shot Tower Metro Station on July 27, 2026 at 1:00 p.m. Addendum No. 002 was posted August 11, 2026.
