About this opportunity

Lone Star College System (LSCS) is requesting competitive sealed proposals for construction of water line and septic system infrastructure at the LSC-Kingwood Fire Science facility, with proposals due September 25, 2026 at 2:00 p.m. CT, and a mandatory site visit on September 9, 2026 at 9:00 a.m.

The scope encompasses installation of public 12-inch and 8-inch water mains, a private 8-inch fire service line, fire-rated compound water meter assembly vault, RPZ backflow prevention assembly, aerobic septic system with drip irrigation disposal field, and associated utility appurtenances, testing, restoration, startup, and commissioning. The contractor must obtain all permits, conduct soil testing for septic system sizing, coordinate with existing campus utilities, and comply with City of Houston standards, TCEQ requirements, and Texas Department of Licensing and Regulation standards. Pricing must include all labor, materials, equipment, supervision, permitting, testing, inspections, and closeout services, with delivery FOB Lone Star College System.

The estimated project budget is $500,000. The project is funded with federal funds, triggering compliance with 2 CFR Part 200, the Clean Air Act, and the Federal Water Pollution Control Act. Contractors must comply with Davis-Bacon wage rates for Harris and Montgomery counties and submit performance and payment bonds for 100 percent of the contract amount. Insurance requirements include workers' compensation, general liability, and builder's risk coverage. Three references from companies or school systems other than LSCS are required.

Evaluation criteria allocate 50 points to price, 20 points to schedule, 10 points to relevant experience, 5 points each to safety record, firm qualifications, and project team, and 5 points to technical approach. Questions are due September 11, 2026 at 12:00 p.m. CT, with responses posted by September 18. Board approval is expected December 3, 2026.
