LSC Kingwood Fire Science Water Line and Septic System Project - Scope of Work
This Scope of Work document outlines the water line installation and septic system requirements for the Lone Star College (LSC) Kingwood Fire Science training facility project in Texas. The project encompasses the installation of two water lines: Water Line 12 and Water Line 8, with associated infrastructure components necessary to support the fire science training operations. The scope includes site preparation, trenching, pipe installation, connections to existing systems, testing, and final completion of both water line segments to meet Texas Department of Licensing and Regulation standards and local building codes. The project requires detailed coordination with existing campus utilities and compliance with all applicable environmental and safety regulations. Contractors must complete all work in accordance with the plans and specifications provided, with particular attention to proper depth requirements, material specifications, and pressure testing protocols for each water line segment.
The project requires contractors to provide detailed pricing for labor, materials, and equipment necessary to complete both water line installations and associated septic system work. Bidders must demonstrate experience with similar utility infrastructure projects and provide references from previous work. The work must comply with all local permit requirements and Texas utility installation standards. Contractors should be prepared to coordinate scheduling with the college to minimize disruption to existing campus operations and training activities. Payment terms, specific material requirements, and detailed technical specifications are outlined within the complete scope of work document, which serves as the binding agreement for project completion and acceptance of all work performed.

Collection Systems, Water Lines, Storm Drainage, and Street Paving,” and all current amendments.
• 2.3 City Design Manuals: City of Houston Infrastructure Design Manual and Design Manual for Wastewater Collection Systems, Water Lines, Storm Drainage, and Street Paving.
• 2.4 AWWA Standards: Applicable AWWA standards including, but not limited to, C900 (PVC pressure pipe), C151 (ductile iron pipe), C104 (interior lining), C500 (valves), and C651 (disinfection).
• 2.5 State and Federal Regulations: Texas Administrative Code (TAC) Title 30, Chapter 217, and all applicable state and federal regulations for utility construction.
• 2.6 Traffic Control: Texas Manual on Uniform Traffic Control Devices (TMUTCD), Part VI, latest edition, for traffic control in public right-of-way.
Where conflicts occur, the more stringent requirement shall govern, unless otherwise approved in writing by Owner and the City of Houston.
3. LIMITS OF WORK
The Work generally includes, but is not limited to, the following limits and locations:
• 3.1 Kingwood Drive: Within the 120-foot right-of-way along the north side of Kingwood Drive, tying into the existing 12-inch City water line and extending east to the Sorters Road intersection.
• 3.2 Sorters Road: Within the west side of Sorters Road and the westbound lanes, extending from Kingwood Drive north to the private drive and through the Sorters Road water line crossing.
• 3.3 Private Campus Work: From the public water meter and 31'×15' water meter easement into the 8-inch private fire line, FRCWMA (vault), and RPZ backflow preventer located on LSC Kingwood property.
All surface areas, structures, and improvements disturbed by construction activities within these limits shall be restored to equal or better conditions than existing, in accordance with City and Owner standards.
4. BASE SCOPE OF WORK (PRICE PROPOSAL)
The Contractor’s proposal pricing shall include all labor, materials, equipment, services, permits, testing, and incidentals required to provide a complete and functional installation as indicated on the approved plans (City Drawing No. 73001) and in this Scope. At a minimum, the Base Scope includes the following:
4.1 Water Mains and Appurtenances
• a. Furnish and install approximately 12-inch AWWA C900 DR18 blue PVC public water main along Kingwood Drive and Sorters Road, including all fittings, valves, restrained joints, and thrust restraint, with a minimum 5-foot cover on Kingwood Drive and 6-foot cover on Sorters Road as shown on plan and profile sheets.
• b. Furnish and install approximately 8-inch AWWA C900 DR18 blue PVC public water main where indicated, including trenchless crossing segment, transitions to ductile iron, and all appurtenances.
• c. Furnish and install the 8-inch private fire service line (green C900 DR18 PVC or as noted), 8-inch fire-rated compound meter with vault (FRCWMA) in the 31'×15' water meter easement, and the 8-inch reduced pressure zone (RPZ) backflow preventer assembly located on private property, including all vertical bends and valves.
• d. Install all valves (6-inch, 8-inch, 12-inch) and valve boxes, resilient seat type, in accordance with AWWA C500 and City standards.
• e. Install fire hydrants at plan locations, including Kingwood Drive and Sorters Road stations, with 6-inch leads, auxiliary valves, and thrust restraint.
4.2 Connections, Transitions, and Trenchless Construction
