About this opportunity
Lowndes County Schools in Georgia is issuing a Request for Proposal for the replacement of one 135-ton HVAC chiller at Lowndes High School Cafeteria. The scope of work encompasses complete demolition and removal of the existing Trane pad-mounted chiller, installation of a replacement unit manufactured by either Trane or York, and installation of new pumps, valves, electrical connections, and Siemens building automation system controls. Deliverables include contractor-performed commissioning, functional testing, Building Automation System integration, operation and maintenance manuals, as-built drawings, and controls documentation, along with mandatory on-site training for LCS facilities personnel at no additional cost. Bidders must attend a mandatory pre-bid conference walk-through scheduled for February 20, 2026 at 10:00 a.m. at Lowndes High School; written questions must be submitted by March 3, 2026 at 4:00 p.m.; and sealed proposals are due by March 9, 2026 at 1:30 p.m. to Ashley Fletcher, Facilities Coordinator. Pricing shall be submitted as a fixed lump-sum bid on a FOB Destination basis, including all delivery, unloading, assembly, placement, and waste removal. Required qualifications include obtaining all necessary licenses, permits, and bonds at the contractor's expense; maintaining commercial general liability insurance of at least $1,000,000 per person and $2,000,000 property damage aggregate, comprehensive automobile liability of $1,000,000, and workers' compensation coverage with LCS named as additional insured; and conducting criminal background checks for all personnel.
The RFP does not explicitly identify set-aside designations for disadvantaged enterprises or restrict bidding to specific organization types. However, contractors must comply with the Georgia Security and Immigration Compliance Act, register with a federal work authorization program, and provide notarized affidavits confirming compliance. All contractor personnel must undergo criminal background checks and wear identification badges while on LCS premises. The project requires integration with the existing Siemens building automation system, necessitating compatibility with current infrastructure. The contract performance period commences the day following board approval and extends for twelve calendar months, terminating at the close of the calendar year in accordance with Georgia law. Payment will be made within thirty days of satisfactory delivery and invoice receipt. LCS reserves the right to reject all proposals and award to the most responsible and responsive proposer; no specific budget range or award value is disclosed in the available documentation.
