About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Transportation Cabinet, is procuring one low-profile gooseneck trailer through Request for Bid (RFB) 758 2400000030. The solicitation requires bidders to submit proposals for a 25-foot plus 10-foot hydraulic step deck (Platypus) trailer equipped with 10,000-pound axles, fully hydraulic dove tail, upgraded 16-inch 14-ply tires with one spare, ratchet rail systems, big foot jack, lockable tool boxes, hand-crank winch rated for 20,000-pound pull capacity, six stake pocket D-rings, eight ratchets and straps with torque bar, and black wood decking. All equipment must be new, current-year model, and delivered F.O.B. destination freight prepaid to the KYTC Division of Equipment Receiving Shop in Frankfort, Kentucky, with delivery costs included in the bid price. The contract will be awarded to a single vendor on a best-value basis using a scoring methodology weighting price at 90 points and delivery at 10 points, with delivery performance measured in working days after receipt of order against a standard of thirty working days, and accelerated delivery receiving additional points while late deliveries incurring a one-percent-per-day invoice deduction. Vendors' written questions were due by August 2, 2023 at 12:00 PM ET, and the bid closing date was extended to August 10, 2023 at 1:30 PM ET, with electronic submission required through the Kentucky eProcurement system (Vendor Self Service) and bids to be opened at a public bid reading on the closing date at 3:30 PM ET via conference line. Successful bidders must maintain automobile and truck liability insurance with minimum combined single limits of $1,000,000 per occurrence and provide an ACORD certificate prior to award, and proposed pricing must remain valid for a minimum of sixty calendar days after the bid due date.
Kentucky resident bidders are eligible for reciprocal preference consideration, and qualified bidders—including Kentucky Industries for the Blind, Kentucky Correctional Industries, and nonprofit organizations serving individuals with severe disabilities—are eligible for preference equal to fifteen to twenty percent of maximum points. All bidders must complete three affidavits attesting to compliance with Kentucky campaign finance laws, resident bidder status requirements (including Kentucky business authorization, corporate income tax filing, unemployment insurance fund payments, and workers' compensation insurance), and qualified bidder status if claiming such designation. Bidders must be registered in the Vendor Self Service System at least 24-48 hours prior to submission, bid all line items with a single model/brand per item, and comply with all applicable Kentucky statutes and regulations regarding tax registration, discrimination prohibitions, and disclosure of prior violations. Payment will be made within thirty working days of receipt of goods or invoice. No specific contract award value or budget range is identified in the solicitation documents, and no incumbent vendors or existing infrastructure integration requirements are noted. Commonwealth buyers for this procurement are Jamie L. Collins (502-564-6521) and Debbie Mathews (502-564-8649).
