About this opportunity

The City of Louisville, Colorado is requesting proposals for turnkey plumbing repairs and restoration to Louisville City Hall (749 Main Street, Louisville, Colorado 80027) under an RFP with proposals due October 7, 2026 at 4:00 p.m., and a mandatory pre-proposal conference and job walkthrough on September 25, 2026 at 9:00 a.m.

Attendance at the mandatory pre-proposal conference is a condition of proposal eligibility. Minimum qualifications include five years of business operation, experience with similar facilities, and at least three references for major plumbing system repairs at Colorado facilities. Contractors must be pre-qualified prior to submission.

The scope includes turnkey repairs to the Drain, Waste, and Vent (DWV) system: pipe repairs, cleaning and descaling, vent cleaning, cleanout installation, toilet and closet flange repairs, and restoration of affected finishes. Work must proceed six days per week during normal hours (6:00 a.m. to 4:00 p.m.) with minimal disruption to City Hall operations. Targeted completion is December 2026.

Evaluation weighs total cost (lowest qualified proposal receives maximum points), submittal document thoroughness, references, proposed schedule, and other factors relevant to the City's interests. The City reserves the right to award by sections, reject any or all proposals, waive informalities, and select the proposal most advantageous to the City regardless of cost. Proposals may not be withdrawn for 60 days after the deadline.

Submissions must include one original and two copies, a Schedule of Subcontractors, and an Anti-Collusion Affidavit. Proposals may be submitted via email to kfrey@louisvilleco.gov or delivered in a sealed envelope to Public Works-Facilities at City Hall. Questions are due September 30, 2026 at 4:00 p.m., with responses provided by October 2, 2026. All proposal costs are the contractor's responsibility, and all submittals become public record property of the City.
