About this opportunity

The State of Missouri Department of Revenue is requesting proposals for management and operation of a License Office location under RFP DOR-FY25-0029-SL, with proposals due June 26, 2025 at 2:00 p.m. Central Time. This is a five-year blanket purchase agreement with an option for the Department to renew for an additional five-year period at its sole discretion.

The scope covers customer service and office management for motor vehicle and driver licensing operations, including facility operations, personnel management, equipment maintenance, inventory control, fee collection, security systems, and regulatory compliance. The contractor must open the license office within thirty to forty-five business days from authorization to proceed. The state provides driver license and motor vehicle workstation equipment and software; the contractor supplies all other equipment, materials, and operational expenses including facility costs, utilities, and employee wages. No subcontracting is permitted for primary services, and the designated Contract License Office Manager cannot be substituted without prior written state approval.

Contractor compensation consists solely of processing fees established under Missouri Revised Statute Section 136.055, with fee schedules detailed in Attachment 2 and subject to legislative changes. The contractor must maintain general liability insurance of at least $500,000 (or $1,000,000 for offices processing more than 25,000 transactions annually) and crime insurance bonds sufficient to cover collections. Liquidated damages apply for noncompliance; the contract may be terminated immediately for fraudulent acts, mismanagement, or material breach.

Proposals must be submitted electronically through MissouriBUYS. Evaluation uses multiattribute scoring methodology. Required submissions include Exhibits A through I, a notarized Credit and Asset Verification Form (Exhibit G) dated no earlier than sixty calendar days before the due date, a notarized Proposed Contract License Office Manager Statement of Acknowledgement (Exhibit H), and security clearance documentation. Unless the vendor is a political subdivision, tax compliance verification is mandatory for the vendor, its officers, and the Contract License Office Manager. Tara Ronimous (TARA.RONIMOUS@DOR.MO.GOV) is the procurement contact.
