About this opportunity

The West Virginia Lottery Commission is requesting quotations for conference room equipment and installation services for the 10th floor of its headquarters at 900 Pennsylvania Avenue, Charleston, West Virginia, with sealed bids due October 22, 2026 at 2:30 p.m. EDT. This is a one-time purchase with no renewal options and a mandatory requirement that the technician performing installation, programming, and commissioning holds official Crestron Electronics Certification from Crestron Technical Institute — a decision-flipping qualification criterion.

The scope comprises 26 line items of networking, collaboration, video conferencing, and audio equipment including Netgear switches, Crestron control systems and touch panels, PTZOptics cameras, Biamp digital signal processors, and Audio-Technica wireless and gooseneck microphones, plus Tripp-Lite UPS units for power management. All materials must be new and unused, delivered F.O.B. destination within sixty calendar days of purchase order issuance. Vendors may propose alternate or equivalent products in place of specified manufacturers provided they submit full manufacturer specifications and documentation demonstrating equivalency and interoperability with existing Crestron systems; vendors bidding alternates assume all associated costs. Pricing must be submitted on the agency-provided Exhibit A pricing page with unit costs for each line item and a lump sum cost for installation, programming, and commissioning; no alternate pricing pages will be accepted.

Prior to award, the successful vendor must be registered with the West Virginia Purchasing Division, possess a valid WV Contractors License, and provide proof of Crestron Electronics Certification. Commercial General Liability Insurance and Automobile Liability Insurance of $500,000 per occurrence each are required throughout the contract term. Payment is made in arrears upon invoice and delivery, with electronic funds transfer or P-Card as payment methods. Technical questions are due October 15, 2026 at 10:00 a.m. EDT. Contact Thomas P. Hymes at 304-352-1831 or thymes@wvlottery.com.
