About this opportunity

The New York State Office for People with Developmental Disabilities (OPWDD) is requesting bids for one-time power washing of all Long Island Developmental Disabilities Services Organization (DDSO) residential properties across Nassau County, with bids due October 14, 2026. This is a revised posting.

The scope encompasses power washing of exterior surfaces — building facades, parking lots, sidewalks, and other surfaces — across 57 residential properties distributed across 28 municipalities in Nassau and Suffolk Counties. Properties range from 275 to 1,000 square feet and include mixed utility configurations (gas, oil, hybrid systems). The contractor must comply with environmental regulations regarding wastewater disposal and chemical use, provide detailed safety plans and equipment specifications, and carry all required insurance, bonding, and licensing.

Prevailing wage requirements under New York State Labor Law Section 220-i apply. The applicable wage schedule (effective July 1, 2026 through June 30, 2027) covers Nassau County District 4 work, with hourly rates for power-washing-relevant classifications (laborers and groundmen) ranging from approximately $27.37 to higher skilled rates, plus mandated supplemental benefits. All contractors and subcontractors must register with the New York State Department of Labor prior to bidding. Contractors must maintain detailed payrolls and submit certified payroll documentation within thirty days of issuance and every thirty days thereafter. Failure to comply with prevailing wage requirements triggers payment withholding, civil penalties up to 25 percent of wages plus interest, and potential five-year debarment.

Cost proposals must itemize materials, equipment, labor, and overhead and profit using the provided template, with labor charges corresponding to prevailing wage rates. In the event of a tie in evaluation, award will be made based on the quality of the cost breakdown and the contractor's proposed project timeline. OPWDD reserves the right to reject any or all offers.
