About this opportunity
The Kentucky Department of Parks is requesting bids for lodge room window treatments at Blue Licks State Resort Park, with bids due September 29, 2026 at 1:30 p.m. ET (RFB 758 2700000096, Modification Version 2). This is a re-solicitation following the prior RFB 758 2700000016, which closed on August 11, 2026 without award. Reciprocal preferences for Kentucky resident bidders and qualified bidder preferences under Kentucky statutes apply; a qualified bidder affidavit is required for entities meeting the definition in 200 KAR 5:410(3), which covers nonprofit corporations or qualified nonprofit agencies with at least 75 percent of direct labor hours performed by individuals with severe disabilities.
The scope encompasses supply and installation of manually operated double roller shades with Sheerweave by Phifer fabric in room darkening style across 32 lodge rooms (36 windows total) and 34 doors. Motorized shade systems are mandatory for two ADA-compliant rooms (109 and 201). Window openings are approximately 96 inches wide by 54 inches long; door glass openings are approximately 21 inches wide by 71 inches long. Existing hardware and draperies must be removed and disposed of. Installation must be completed within ten weeks of contract award. A mandatory post-award site visit is required for field verification of all measurements. An optional pre-bid site visit was scheduled for September 15, 2026 at 9:00 a.m., with attendance notification required by September 14 at 11:00 a.m.
Evaluation uses a best value basis: price weighted at 90 points and delivery/installation time at 10 points, with all checklist requirements treated as pass/fail criteria. Firm fixed pricing with no alternates permitted; proposed pricing remains valid for a minimum of 60 calendar days after the bid due date. All line items must be submitted or the bid is rejected as non-responsive. Delivery is FOB Destination Freight Prepaid, with a one percent daily deduction from invoices for each day the vendor fails to meet the contracted delivery date. Questions were due September 17, 2026 at 10:00 a.m. ET. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate) and Automobile Liability if delivery is provided. Electronic submission through the VSS portal is mandatory; bidders must be pre-registered in the Commonwealth eProcurement System. Payment is made within 30 working days of receipt and acceptance.
