The procurement encompasses comprehensive locksmith services including maintenance, installation, and modification of locks, locking devices, doors, windows, and key-making across various manufacturers such as Corbin, LCN, Medeco, Sargent, Schlage, Taylor, and Yale. Service providers must meet stringent response time requirements, including twenty-four-hour arrival for regular service at City-owned buildings and two-hour arrival for emergency service and non-City-owned building services. The contract has an initial twelve-month term with options to renew for up to four additional one-year periods at the City's sole discretion, plus potential three-month extensions, with all pricing firm for the initial term and future increases limited to the Consumer Price Index for the Philadelphia area. All quotations must be submitted electronically through PHLContracts no later than 10:30 AM on April 27, 2026, with the virtual bid opening scheduled for the same date and time via Zoom. Bidders must provide customer references and documentation of previous work experience and guarantee all completed work for a minimum of six months from completion date, with liquidated damages of $100 per day per occurrence applying for failure to meet response times or other performance deficiencies.
The City of Philadelphia offers a Local Business Entity (LBE) preference of ten percent for bids of $1 million or less, with LBE-certified vendors required to perform a majority (51%) of overall work within Philadelphia's geographic limits and maintain a majority of inventory or equipment within the city. Bidders must be enrolled in the City's Annual Bid Security Program with a non-refundable fee of $100 and submit a non-refundable Bid Processing Fee of $25 per quote, in addition to performance security of $25 and appropriate insurance coverage including Workers' Compensation, General Liability of $1,000,000 per occurrence, and Automobile Liability of $1,000,000 per occurrence with the City named as additional insured. All service providers must comply with the City's 21st Century Minimum Wage and Benefits Standard, with minimum wage rates of $15.00 per hour adjusted annually by the Consumer Price Index, along with providing health benefits and earned sick leave to applicable employees. Awards will be made to the lowest responsive and responsible bidder, with the estimated total expenditure for the contract period of $49,000. No incumbent vendors or existing contractors are identified in the solicitation documents.
