About this file
This is a Seller Checklist Form issued by the City of Philadelphia Procurement Department for vendors submitting quotes on Services, Supplies, and Equipment (SS&E) contracts, including the Locksmith Services opportunity. The checklist outlines the procedural requirements for vendors preparing and submitting bids through the PHLContracts portal. All quotes must be submitted electronically through PHLContracts no later than 10:30 AM on the bid opening date, with no quotes accepted after that deadline. Vendors are responsible for ensuring timely submission of their proposals. The document does not specify quantities, site visits, or bidder conferences for the Locksmith Services contract, but establishes that vendors must complete all required steps and acknowledge the bid and any amendments before submission.
Vendors must pay the Annual Bid Security Fee, Bid Processing Fee, and Performance Security Fee (if applicable) prior to quote submission and attach payment receipts as supporting documentation. The checklist requires vendors to complete multiple sections including general information, item pricing, mandatory questions, subcontractor details for MBE/WBE participation if applicable, and terms and conditions acceptance. All attachments must be submitted, including executed Consent and Authorization forms, Certificates of Insurance, Bid Bonds when applicable, completed pricing sheets, MBE/WBE solicitation copies, and the Annual Bid Security Application. No exceptions to terms and conditions are permitted on SS&E contracts. The document emphasizes that vendors must be in the correct "Seller" role in the system and review validation messages before final submission.
