About this opportunity

BakerRipley, a Houston-based community development agency, is requesting proposals for locksmith services covering 37 facility locations across the greater Houston area and Gulf Coast region, with proposals due November 4, 2026, at 10:00 a.m. (CT) and a mandatory vendors conference on October 7, 2026. All locksmiths must hold a minimum of five years of field experience and current licensing.

The scope encompasses installation, repair, and maintenance of commercial lockable hardware on doors, windows, lockers, and automatic electric doors; production of Medeco Security (MX) key blanks; master key system design and maintenance; preventative maintenance programs; and 24/7 emergency response with same-day capability (two hours during business hours, four hours outside business hours). Twenty-two of the 37 facilities require MX key systems. The bid sheet requires vendors to price nine service categories: routine, overtime, Sunday/holiday, and emergency service rates; trip charges; material markup percentages; door hardware rekeying; non-secure key cutting; and MX key cutting, plus key-drop delivery to the Central office at 4450 Harrisburg Boulevard, Houston.

The contract term is up to five years with four optional one-year renewal periods. Required insurance includes Commercial General Liability ($1 million per occurrence), Workers' Compensation at state statutory limits, and Automobile Liability ($100,000 bodily injury per person). Subcontractors require prior written approval.

Evaluation occurs November 9–20, 2026, weighted as follows: Company Narrative (10 points), Vendor Experience and Qualifications (15 points), Back-Office Administration (10 points), Safety and Training (15 points), Customer Service (25 points), and Cost Effectiveness (25 points). BakerRipley reserves the right to award to a single vendor or multiple vendors and is not obligated to accept the lowest-priced proposal. Contract award is anticipated the week of November 30, 2026. Vendor questions are due October 21, 2026. Performance and payment bonds are typically not required unless requested for specific projects.
