About this file

This is a Frequently Asked Questions (FAQs) document for RFP 26-27 Locksmith Services issued by BakerRipley in Texas. The RFP solicits locksmith services including installation, repair, and maintenance of commercial lockable hardware such as doors, automatic electric doors (handicap and access control systems), windows, lockers, and magnetic keying systems. The document clarifies that MX key blanks are manufactured by Medeco/Assa Abloy and that any brand names or manufacturer references mentioned in the RFP are descriptive only and not restrictive. Respondents are not required to source from specific manufacturers, allowing flexibility in product selection across multiple years of contract performance.

Regarding pricing and project administration, the FAQ clarifies that vendors must use a Material Markup percentage as specified in the bid sheet rather than a percentage discount method, ensuring pricing consistency throughout the contract term. Performance and payment bonds are typically not required for locksmith services; however, if bonds are requested for specific projects during the contract term, pricing will be adjusted and agreed upon between the parties. The document establishes that any cost adjustments related to bonds or other project-specific requirements will be negotiated on a case-by-case basis between BakerRipley and the awarded vendor.

Frequently Asked Questions (FAQs)

1. Please provide the manufacturer’s name and complete keyway parts number for the MX key blank, it is missing additional letters/numbers for the specific product.

Answer: There are not any additional number parts. It is a key blank. The company’s name is

Medeco/Assa Abloy.

2. Can you expand on what is meant by automatic electric doors? This is in reference to the document states “Install, repair, and maintain commercial lockable hardware, such as doors, automatic electric doors, windows, lockers, and magnetic keying systems”.

Answer: Automatic electric doors are handicap doors and access control systems. These doors are not proprietary, any locksmith company should be able to perform work.

3. Nowhere in the provided documentation is a brand name or manufacturer’s reference listed.

Can you provide a list of brands/manufacturers currently in use at the locations?

The document states “Any catalog, brand name or manufacturer’s reference used in the RFP is for descriptive purposes only (not restrictive).

Answer: This section is applicable only in instances where brand names are issued as a part of a procurement. In this instance, no brand names are issued.

4. The document states “Payment and/or performance bonds may be required for some projects”

Since bonds may be requested per project, please clarify that the cost of the bonds may be added to the cost of each specific project.

Answer: Typically, bonds are not requested for locksmith services and in any instance that they may be requested during service by vendor, pricing will be adjusted as needed and agreed to between the parties.

5. The Bid Sheet “Material Markup %”

Our method of pricing product is based on % discount of the current published manufacturer annual price list, this allows us to provide best possible pricing. Due to there being multiple products and multiple years involved with this contract, this would also allow us to use this pricing method for each additional year of the contract. We are asking to have Material

Markup% replaced with % Discount of current manufacturer’s annual published price list.

Answer: Based on the fact that there are multiple products and multiple years to establish consistency for the life of the Contract we are asking for the material markup % only.
