About this opportunity
The State of Colorado Office of Information Technology is requesting quotes for community engagement and qualitative research services to support state digital initiatives under Documented Quote DQ EGBA 2027000083, with responses due September 4, 2026 by 11:00 a.m. and a written inquiry deadline of August 31, 2026 at 5:00 p.m. Mountain Time. This procurement is restricted to Colorado-based vendors with all work performed within the state.
The scope encompasses project planning and design, community recruitment and coordination, facilitation and engagement, survey administration, recording and reference materials, participant incentives and administration, and insight synthesis and summaries. Services will focus on recruitment and facilitation with Colorado-specific populations and conducting interviews with Colorado residents to inform product design, service delivery, and policy development. Vendors must demonstrate qualifications in recruitment and incentive services for Colorado-specific populations and trauma-informed research practices, and must meet performance metrics including 95% on-time deliverables, 90% recruitment fulfillment, 90% session completion rates, and 100% accurate incentive distribution within 15 business days.
The maximum potential encumbrance is up to $349,000 with no minimum work guaranteed. The anticipated contract term is one year with an option to extend for an additional one-year term at the State's discretion. The award will be utilized on an ad hoc basis and made to the responsible respondent whose acceptable quote is most advantageous to the State, with price as the primary consideration. Pricing must be submitted on a firm fixed-price basis using the provided Cost Structure Form, with all costs including travel expenses, insurance, and participant incentives included within quoted rates and not billed separately. Prior to contract execution, the awarded vendor must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate documenting required coverage, and must register with the Colorado Secretary of State's Office within ten business days of award notification. Payment terms are net 45 days after receipt of an approved invoice.
