About this opportunity

The Office of the State Treasurer of Delaware, on behalf of the Cash Management Policy Board, is soliciting proposals for Local Banking Services and Statewide Automated Teller Machine (ATM) Services under RFP TRE26202, with vendor questions due November 16, 2026 and proposals due December 28, 2026. The solicitation identifies no set-asides. Vendors may bid on one or both service categories.

The State intends to select one primary over-the-counter collection bank with multiple branches across New Castle, Kent, and Sussex Counties, with the option to award additional contracts for geographic coverage. Vendors must show at least five years of banking or ATM experience with governmental or public-sector entities and maintain physical branch presence in Delaware. Local Banking Services cover deposit and disbursement services for state agencies, including a J.P. Morgan data feed for multi-bank reporting, electronic archival of cleared checks, earnings credit rates, overnight sweeps, and collateralization of balances above FDIC limits. ATM Services cover equipment, transaction processing, cash management, and maintenance at designated state facilities. Services extend to state agencies, local school districts, and other eligible state entities. The current structure includes M&T Bank as primary over-the-counter collection bank, with TD Bank and Citizens Bank providing additional services.

Each service category is scored on a 100-point scale. Local Banking Services allocate 35 points to operational capabilities, 15 to technical and security requirements, 20 to experience and qualifications, 15 to implementation planning, and 15 to pricing. ATM Services allocate 30 points to operational capabilities, 20 to technical and security requirements, 15 to experience and qualifications, 15 to implementation planning, and 20 to pricing. Vendors must return the Requirements Matrix (attachment 5) and the Schedule of Fees (attachment 6), which currently contain unpopulated pricing cells.

The contract term is five years with two optional two-year extensions. Target service commencement is December 22, 2027. Proposals are due in one electronic copy through the Bonfire portal and one paper copy to Deputy State Treasurer Brennon A. Fountain in Dover. Finalist presentations are scheduled for January 25–29, 2027, with Board approval anticipated February 24, 2027, negotiations beginning March 5, 2027, and target execution by September 28, 2027. Proposals are confidential during evaluation and subject to Delaware Freedom of Information Act disclosure after award.
