About this opportunity

Collier County's Transportation Management Services Department is seeking a non-exclusive vendor for Loan and/or Grant Acquisition and Compliance Services through Request for Proposal (RFP) 25-8379. The comprehensive services required include grant writing, application assistance, compliance training, project monitoring, documentation preparation, fund disbursement tracking, close-out coordination, and audit requirement drafting. Proposals will be evaluated using a 100-point scoring system across five key criteria: Cover Letter/Management Summary (5 points), Business Plan (20 points), Cost of Services (25 points), Experience and Capacity of the Firm (25 points), and Specialized Expertise of Team Members (25 points). The proposal submission deadline is July 24, 2025, at 3:00 PM EST, with proposals to be submitted electronically through the county's procurement portal. The intended contract term is three years with two optional one-year renewals, and the county will utilize a Selection Committee to score and rank proposals, with intent to negotiate with the top-ranked firm.

While no specific set-aside designations are explicitly mentioned, the RFP requires vendors to be E-Verify enrolled and possess appropriate state corporate registrations. Vendors must comply with comprehensive insurance requirements, including Commercial General Liability ($1,000,000 per occurrence), Workers' Compensation, and Automobile Liability ($500,000 per occurrence). The procurement is funded through federal grant appropriations, state funds, or other public/private foundations, which necessitates compliance with granting agency requirements. Historically, county departments have spent approximately $600,000 on similar services, though this may not indicate future spending patterns. The contract includes provisions for federal compliance, including FEMA and Federal Transit Administration (FTA) regulations, with potential additional requirements for background checks, security protocols, and adherence to various county ordinances and state regulations. Travel expenses will be reimbursed at Collier County employee rates, and the county reserves the right to reject any proposals, waive irregularities, and negotiate terms to secure the most advantageous conditions.
