About this opportunity
An Independent School District in California is requesting bids for load bank testing services under RFB IS_27200099_1, with proposals due August 31, 2026.
The scope is load bank testing to validate performance and capacity of power generation systems, including diesel generators and backup power equipment across multiple facilities. Testing must comply with industry standards and regulatory requirements and includes full-load and rated-load testing, voltage regulation assessment, frequency stability verification, and load acceptance testing protocols.
A mandatory job walk is required; bidders and authorized representatives must execute a liability waiver and release (Exhibit B) prior to site inspection. The waiver requires participants to acknowledge site hazards, assume all risks, and indemnify the ISD from claims arising from their presence on site.
Bidders must submit all required documentation specified in the solicitation package, including completed forms from Appendix A (vendor information, conflict-of-interest declarations, and standard California purchasing compliance forms). A CBE Form (Exhibit 6) is mandatory for bidders claiming small or disadvantaged business enterprise status or seeking to qualify for any applicable set-asides or preferences.
All proposals must comply with the technical specifications outlined in Exhibit A, which establishes the operational parameters, equipment standards, and performance criteria for load bank testing services. Failure to submit required forms may result in bid rejection regardless of technical or pricing merit.
