About this opportunity
Palm Beach County Department of Airports is requesting sealed bids for the LNA Southside Redevelopment Program Phase 3 at Palm Beach County Park Airport under IFB LN 26-13, with bids due October 20, 2026 at 2:00 p.m. local time. A pre-bid conference and mandatory site visit are scheduled for September 15, 2026, and bidder questions are due October 13, 2026. No DBE goal has been established under the interim final rule effective October 3, 2025; however, the County encourages participation by all qualifying firms, including small business concerns.
The scope encompasses comprehensive redevelopment of the southside facilities, including expansion of an existing airfield electrical vault by approximately 2,500 square feet with interior renovation and roof replacement; modifications to existing HVAC and fire protection systems; relocation of existing regulators, ALCMS control system, and fiber optic cabling; replacement of the standby emergency power generator as an additive alternate; reconfiguration of central access roads and parking areas (75 new spaces with 4 handicapped-accessible); stormwater collection system modifications including a 60-inch RCP trunkline; sanitary lift station replacement; water infrastructure improvements including a 10-inch C-900 waterline; electrical and utility infrastructure reconfiguration; demolition work; landscaping and irrigation improvements. The project comprises 128 to 129 line items (revised through Addendum 2 issued October 6, 2026, which added a Beacon Tower Foundation removal item). Unit and lump sum pricing is required for all line items.
The contract duration is 410 total calendar days (60-day procurement phase, 320-day construction phase to substantial completion, 30-day final acceptance phase), with liquidated damages of $500 per calendar day for delays. All bidders must be licensed under Florida law at bid submission. Bid security of not less than 5 percent of the bid price, submitted as certified check, cashier's check, money order, or bid bond, is required. Performance and payment bonds of 100 percent of contract price are required prior to execution. All personnel working unescorted at general aviation airports or public areas must pass a fingerprint-based criminal history record check under Palm Beach County Code Chapter 2, Article IX; individuals with disqualifying offenses are restricted to escorted access only. The project is subject to Davis-Bacon Act compliance, Federal Fair Labor Standards Act, Copeland Anti-kickback Act, Contract Work Hours and Safety Standards Act, Title VI Civil Rights Act, Build America Buy America Act, E-Verify employment verification, and 2 CFR Parts 200 and 1201 audit requirements. The project received South Florida Water Management District approval (Application No. 240307-42734) for drainage improvements.
