About this file

This Addendum No. 1, issued September 22, 2026, by the Palm Beach County Board of County Commissioners Department of Airports modifies the proposal documents for the LNA Southside Redevelopment Program Phase 3 (Project No. LN 26-13). The project encompasses a comprehensive redevelopment of the southside facilities at Palm Beach County Park Airport (LNA), including reconfiguration of central access roads and parking areas, stormwater collection system modifications, replacement of an aging sanitary lift station, electrical and utility infrastructure reconfiguration, demolition of existing trees, and landscaping improvements. The work consists of 128 bid items covering demolition activities, site improvements including 75 new parking spaces with 4 handicapped-accessible spaces, drainage improvements including a 60" RCP trunkline, water and wastewater improvements including a new lift station and 10" waterline, electrical work, landscaping, and irrigation systems. The bid due date was extended from October 6, 2026, to October 20, 2026, with bidder questions due by October 13, 2026, and final addendum issuance by October 15, 2026. A pre-bid conference was held September 15, 2026, at 10:00 AM at the Department of Airports main conference room, with a mandatory site visit scheduled for 1:00 PM the same day. The contract specifies 410 total calendar days comprising a 60-day procurement phase, 320-day construction phase to substantial completion, and 30-day final acceptance phase, with liquidated damages of $500 per calendar day for delays in each phase.

The bid price form is a unit price contract requiring bidders to provide unit and lump sum pricing for all 128 line items. A bid security of not less than 5 percent of the bid price is required, submitted as a certified check, cashier's check, money order, or bid bond. The addendum addresses 12 bidder questions, clarifying that Davis-Bacon prevailing wages do not apply, that contractor substitutions may be requested only by the lowest responsive bidder after award, and that the engineer's estimate will not be released. Revisions to contract drawings include modifications to sidewalk details, water and sewer tie-in and waterline locations, lift station plans, landscape plant schedules, irrigation equipment and valve schedules, and CCTV/access control equipment notes. Bid item quantities were revised for items 11 (demo concrete sidewalk), 50 (performance turf, sod), 51 (large plants), and 60 (10-inch C-900 water main). No Disadvantaged Business Enterprise (DBE) goal has been established for this solicitation; however, bidders must submit Schedule 6 (Bidder's List) for the prime contractor and all firms quoting on the project. The project received South Florida Water Management District approval (Application No. 240307-42734) for drainage improvements. Sealed bids are to be submitted to Palm Beach County Department of Airports, 846 Airport Center Drive, West Palm Beach, Florida 33406, and will be opened publicly immediately following the 2:00 PM deadline on October 20, 2026.
